17-08-2012: Dear Comrades! The AGREEMENT reached with Administartion is published above. We salute all who stood like rock during our struggle, Comrades. Now we reap what we sow. Yes, we sowed the seeds of just demands in a land which is rocky but our sustained ploughing of struggle and the timely rain of CGM's intervention pierce the land and make the land cultivable to some extent. Now the seeds start changing into greeny young leaves of positive orders.
Diversion of post was argued as an irreversible process but the CGM's intervention and direction make every process reversible.

Dear Comrades! We deeply condole for the sudden demise of Com.U.Sivasankaran CAO of Maharastra Circle. We also share our grief with the family and friends of Com.Mukesh, JAO/Tanjore who lost his Mother last week and Com.Baskar Sr.AO/Tanjore who lost his father on 08-08-2012. Many of our comrades attended the funeral. May the lost souls rest in peace!
11-08-2012: Dear Comrades! Our CWC will be held at Ahmedabad from 23-08-2012 to 24-08-2012. The resolutions if any may be sent to the Circle Secretary before 18-08-2012. The reactions towards the proposal on introduction of LDCE pattern to JAO to AO on 33% and 67% competitive and seniority basis as available in telecom may also be sent to CS please so that we may place them before the CWC meeting.
10-08-2012: Dear Comrades! Agreement was reached yesterday and the original draft approved by the CGM will be released today. The details on settlement are given below. In the presence of our CGM, GM (ADMIN), DGM (ADMIN) and GM (F), we , CS, CP, Com.Arumugam, CWC member, Com.VKP, Advisor, Com. Durai, ACS discussed the issues. The effort and the interest shown by our CGM in resolving the issues is really commendable. Though he was on RAM ZAN FAST, his patience hearing help solve the issues and we ended the programme.
1. Officiating for AO/CAO will be issued for 179 days instead of 89 days.
2.Transfer cases: a)Com.R.M.Jeyaraman, AO will be transferred to TVL from TT.
b)Com.C.Duraiarasan and Com.VKParamasivam will be transferred after the release of CAO promotion order from Corporate Office to Thanjavur and Madurai respectively.
c) Com.Mohandoss will be retained in Karaikudi on health grounds. His representation on health grounds will be considered on its receipt to Circle Office.
d) Com.Natesan, DGM/CDL will be transferred to Circle Office as DGM (F).
e) Com.Manimuthu and Com.Kala Jeyaraman will be given transfer benefits as per rules.
f) Com.T.P.L.Moorthy DGM/VLR is in waiting list to Circle office for a long time. So we request to consider his transfer by rediverting the post so that the DGM,TR post will be filled additionally as this post is felt essential by the GM, TR. We also met the GM,TR to help divert the post. Definitely we will get transfer in due course. Our CGM himself is also helpful. Hence now it is decided that when the vacancy is created, he will be considered.
3. Redistribution of posts: This should not be done and if done, it will be restored to the respective SSAs.
4. Seniority and officiating to 11 JAOs: Action is taken to get the seniority and the looking on arrangement to perform the duties of AOs where vacancies are available is now given by the GM. This may be continued as at present.
5. Pay anomoly cases and Debarring of AOs: Pay anomoly cases are processed. Debarring cases will be reopened when necessity arises.
WE have to bear in mind that we are able to settle the issues not by any individual's strength but by the collective strength of our Association and with the help of our GS and President/ CHQ/ New Delhi. Let us pledge to strengthen our AIBSNLEA still further to achieve demands. We salute you comrades for solidly standing with the Circle leadership.
08-08-2012: Dear Comrades! Today the administration gave a letter of appeal to defer the programme. But we want direct negotiation with our CGM as he is the authority to say a final word on any HR issues. We submit our reply to seek appointment to meet our CGM to sort out issues which are easily solved by our CGM.

06-08-2012: Dear Comrades! We express our sincere thanks for carrying out the I phase of struggle in our Circle more successfully.Almost in all SSAs Demonstration was conducted. Telegramme as per the TEXT we put in our site, were sent to our CGM and Corporate office including our GS.
Plan for the success of II phase of struggle. Full day Dharna may be planned. Depending upon the local conditions, time and period of Dharna may be decided but Dharna without fail has to be conducted in all SSAs. We hope that the administration will call us for settlement through negotiation. Otherwise we will intensyfy the struggle.
04-08-2012: Dear Comrades! Today evening we met our CMD who visited Trichy to attend the valedictory function of 12th All India BSNL WL/PL/BP tournament with our comrades. CP,CS,Rajendran, CWC Member, MK Ganesan, Subramanian, District President/Trichy, Gokulan, DS and Ramasamy, DP/KMB and other comrades were with us. We presented a shawl and a memento to our CMD and a shawl to our CGM and submitted a memorandum on main issues particularly about the GM(F) and her attitude which lead us to choose war path. 02-08-2012: Status of 78.2% IDA fitment benefit :It is reliably learnt that BSNL 0Management Committee in its meeting held on 01.08.2012 has approved the proposal of 78.2% IDA fitment benefit to BSNL employees. Now the MC approved proposal will be sent to next BSNL Board Meeting, which is expected to be held in the last week of Aug'2012. Read the article: DO NOT MISLEAD put above.

Dear Comrades!The Resolutions paased in our CEC meeting and the letter to CGM on PA to PS officiating are released above. Please download them and exihibit in the Notice Board. Today CS,CP,Guru and Ravi met DGM(A) and briefed about the programme we planned so that he may give feedback to GM(A) and CGM who are not available at HQ today.
1.Regarding ACP I and ACP II for civil, there is no bottleneck or complications except one mistake in the minutes on pay scale. This will be corrected and file will be resubmitted. Orders are expected on 06-08-2012 or within two days from 06-08-2012.
2.PA t PS: We briefed the case and submit the letter on giving officiating to PAs. DGM (A) assured to explore the possibilities.
3.Officiating to DE/VLR: Mrs.Githa bai will be ordered officiating on or after 09-08-2012 so that Nrs.Oyyari may be relieved after the completion of two years.
4. Transfer of Com.Balu, Sr.Accountant: Order will be issued to STR.
5. Com.Panneerselvam DE/MA, STP transfer to Tuticorin will be ordered after getting CGM's approval. The case was recommended.
30-07-2012: Dear Comrades! We write a letter to CGM on our demands and about our agitations we planned. Our Branch Secretaries are requested to download the Circular and sufficient copies may be taken for circulation among members. This is just to save time and money .
29-07-2012: Dear Comrades! When there was a bottleneck in clearing the ACP I and II, in Circle Office and unnecessary doubts were raised, we wrote the above letter to CGM and briefed to GM(A) and DGM(A). Then things started moving which lead to the settlement of Civil wing issues on pending ACP. For reference and to recall, we published the letter again.
28-07-2012: Dear Comrades! The note for discussion in MC meeting on 78.2% was not taken in the last meeting. We keenly watch and our GS and President meet then and there CMD and Director(HRD). There may be delay but it cannot be refused as nobody has the right to do so. Any negative move will fire the situation immediately. At that time as usual we will intensify the fight unlike some some cowards who always cry like helpless mother and pass only comments.
Dear Comrades! In Civil Wing, our consistant efforts and the helpful attitude of the PCE (Civil) and the Section Officer bear fruits in settling the long pending problems. Now the ACP order was issued. Still many a officer are to be given Second ACP. The file is in Circle Office and being processed. We expect the order shortly. Our CHQ is also seriously pursuing the case of the Diploma holders to become eligible for EE as permitted in other wings.
25-07-2012: Dear Comrades! Transfer cancellation: Com.Panneerselvam,DE, STP was transferred to NE-II but due to his family Condition he could not move out of Circle. We took up the case and now he was transferred to Tamilnadu Circle.Thanks to our President and GS/CHQ for settling this genuine case.
GS, President, AGS (HQ) met Director (Finance), Director (EB/HR) and invited them as Guests of Honour to attend the OPEN SESSION on the occasion of CWC Meet of AIBSNLEA being held at Ahmadabad (Gujarat) on 23rd & 24th August'2012. Also requested to get approval of the MC Note on 78.2% IDA fitment benefit in tomorrow Management Committee Meeting. They informed that it is there in tomorrow's MC Meeting agenda to discuss 78.2% IDA fitment benefit for approval.
Amendment in BSNL MSRRs-2009 for Civil & Electrical: We requested for amendment in the BSNL MSRRs of EEs(C/E) for allowing SDE(C/E) having diploma qualification for the promotion of EE(C/E) as it is available in CPWD RRs to fill up 33% EEs posts by diploma holders. Also Ministry of Education & Social Welfare, Department of Education & Technical (Govt. of India) issued OM that Diploma holders in Engineering in appropriate discipline plus total 10 years of technical experience are recognized as equivalent to degree in engineering and to be considered for selection to Gazetted posts. But as per BSNL MSRRs the diploma holders SDEs(C/E) are not allowed to be promoted to EE post. Allowing them to become EE no financial implication will be involved. However, the seniority of degree holders may be kept intact. CMD assured to look into the matter.
24-07-2012: Dear Comrades! Yesterday our GS and President met ED (Finance) to explain about the indifferent attitude of GM(F) ,Tamilnadu and got an assurance to look into the matter. But our pending issues assured to be settled by our CGM need not be prolonged further by the GM (F). We cannot remain silent for her mercy. We expect there will be a move on issues assured and ordered to be settled by our CGM. There need not be any delay in issuing transfer orders to Com.Jayaraman of TT to TVL, Com.Duraiarasan to Thanjavur, Com. Mohandoss's retention in Karaikudi on deteriorating health conditions and Com.Natesan, DGM from CDL to Chennai. The officiating period must be for 179 days as per rules. Quoting rules and conventions according to personal convenience of the authority cannot be accepted. Otherwise we will go on as per the programme finalised in our CEC Meeting. Spoiling the APAR of an Officer daringly even without knowing rules will ,if necessary, be brought before the court of law to expose the vengensive and vindictive attitude of the authority. The rights of an union/Association activist and to be a member of an organisation are not against any Conduct Rules. They are assured in our Constitution. Violating the constitutional provision might not be an individual's veto whoever they may be.
23-07-2012: Dear Comrades! Our First CEC Meeting was conducted at Chennai on 21-07-2012. The report is given below.
First Circle Executive Meeting at Chennai- Report
Dear Comrades! After our Circle Conference held at Dharmapuri in the month of March, 2012, the first circle Executive Meeting was held at Chennai in “Jeevana Jyothi Hall” near Museum, Egmore, Chennai on 21-07-2012.. Within a very short notice of notification, this CECMeeting was arranged in a very nice manner by the Circle Office Branch with the help of Greams Road Branch. Com.Sivakumar presided. All the Circle Office Bearers, CWC Members except one and SSA Branch Secretaries and Presidents except a few participated from all SSAs. The representatives from TVL, TT and CON SSAs have not attended due to their pre-occupation. Com.VKP, Advisor could not attend due to ill-health and Com.B.S.Reddy, the OS (North) sent greetings.
The main purpose of the Executive is to discuss about the stalemate condition in the settlement of issues which are kept pending by the GM (F) though the CGM cleared the cases. The suffering of our members may give pleasure to the GM (F) but we could not tolerate the abnormal delay and the total negative attitude of her towards the grievances of the staff. Keeping peaceful atmosphere in the industry against being a to peace and lending the ears to hear the genuine and easily-to-be settled issues of the staff are also the prerequisites of a good manager which is missing. Despite the assurance and issuance of instructions to the settlement of the cases by our CGM, Madam GM (F) gave little importance to them. Hence we have to take serious decisions to resume our Agitational Programme which we suspended in the month of March, 2012 on the written agreement and the assurance given by our CGM on behalf of the GM (F).
All the participants of the Executive meeting spoke about the unavoidable circumstance which compels us to resort to agitational programme apart from other important issues pertaining to service matters. Those issues will be sorted out and they will be presented before the ensuing CWCMeeting to be held at Ahmadabad in the last week of August, 2012. Two office bearer posts kept vacant were filled up as per the recommendation of the committee formed during the Circle Conference. Com.M.C.Ravi, JTO/DPI and Com. Rajamanickam, Sr.AO/CBT were announced elected as ACS and OS respectively. The importance of the OS in organizing to extend our Association in all the three SSAs,ie. CBT, ERD and CON was explained by Com.Durai, ACS and the CS and we declared to extend all help in the initiatives taken.
Finally we decided unanimously the following programme of action.
06-08-2012:Sending Savingram to CGM with a copy to Director (HR) and GS, CHQ, Wearing Batches on demands and demonstrations. On that day itself a detailed memorandum will be submitted to our CGM by our Circle Association.
09-08-2012: One Day Dharna in front of SSA Head quarters.
13-08-2012: Relay Fast in front of CGM Office, Chennai by the Circle Office Bearers and Non-Co-operation in all SSAs.

ERODE SSA AGB Meeting: DearComrades! The AGB Meeting of Erode SSA was conducted on 22-07-2012. CS, CP , Com.Durai, ACS, Com.M.C.Ravi, ACS and Com.Rajamanickam, OS and Com.Karuppaiah, DS/MA SSA, Com.Nagarethinam, DS, Palghat SSA/Kerala participated and addressed. Com.CS presented some issues before the GM/ Erode who attended the conference even though it is Sunday. They were answered properly and the GM greeted the conference and explained the efforts he taken and the co-operation we have been giving to achieve the task. Com.K.K.Dhandapani, Com.C.Periasamy and Com.S.Balasubramanian, PS were elected with other office bearers as President, Secretary and Finance Secretary respectively.

Attack on SNEA leaders: Our GS wrote a detailed letter published in CHQ site. We demand open Inquiry and Corporate administration may review its stand. This may not set a wrong precedent in future. Provocation and Justice delayed are the main factors to such incidents.

10-07-2012: Dear Comrades! Yesterday we met our CGM and discussed the pending issues. The letter we have addressed to him is published above. Com.Ravi, Com.Guru, Com.Sivakumar and the CS met him.

03-07-2012: Dear Comrades! Com.Ramachandran, SDE, Harur of Dharmapuri SSA met an accident the day before yesterday in which he was critically injured but crossed the critical condition after hospitalisation but unfortunately he lost his wife who died on the spot itself. We strongly and deeply mourn for the sad demise of her and shared the grief of their family.
We also heard the news of sudden demise of Com.Sushil kumar, CS of Himachal Pradesh Circle. We dip our banner in token of condolence and share the grief with the family. The reminiscences of his role he played during the CWC he conducted in Manali come to our memory. May his soul rest in peace.

26-06-2012: Dear Comrades! The specialmeeting organised by our Circle Association at Trichy was so successful that more than 200 members from 13 SSAs participated. The members of Chennai Branches attended the open session of Circle Coference of Chennai Telephones on the previous day. So all SSAs members are thus informed of the proceedings of the talks on strike we proposed. The GS could not attend the Trichymeeting due to some emergency situation. But Com.Venu, our All India President narrated in detail what happened from the date of announcement of programme and the developments of the negotiations. We have to watch the developments keenly and see that the agreement reached is implemented in true spirit. Unlike some half-baked leaders crying against the Agreement like orphans, we have to pay attention towards the erly issuance of necessary orders to the favour of employees. Com.Sivakumar,CP. Com.Duraiarasan, ACS, Com.VKParamasivam, Advisor, CHQ and Com.Venu, Our All India President addressed with the CS. Com.Govindarajan,CWC member,Salem and Com.R.Rajendran, CWC Member, Tanjore also addressed. The representatives of all SSAs spoke about the strike and our role. The Trichy Comrades, as usual, arranged themeeting in a grand manner. 22-06-2012: Dear Comrades! We met our CGM today with Com. Prahlad rai,our GS, Com.Venu, CHQ President and Com.VKP, Advisor, CHQ. For all AOS (42 officers) eligible for CAO promotion. Vigilance Report is pending and they have to be collected from the SSAs by the finance wing. We brought it to the notice of CGM about the background for delay.
Cases of Com.Shivaji of CDL SSA about his promotion, Transfer Case of Com.Jayaraman, AO/TVL and LA for DGM to Com.Raja, DE/ VLR were discussed in addition to the prevailing condition of Accounts wing in Circle Office.

12th Agreement on 13th Indefinite Strike and our unfazed reactions.
Dear Comrades! At the outset we welcome this agreement and extend our warm greetings to the leaders of all Unions and Associations for achieving this victorious agreement forming the FORUM, a new platform for unity.
We have to keep this FORUM in tact to maintain our unity which is the need of the hour to save BSNL and to solve critical issues we anticipate in future. We have to put a full stop for the ITS Officers’ absorption issue on 30th September, 2012. Other cadre wise issues pending for a long time of both Executives and Non-Executives have to be settled without delay. After the quit of all ITS officers the burden of saving the BSNL will fall on our shoulders. We cannot say any lame excuses and do mutual accusations. So keeping the banner of unity still high becomes top priority.
A month ago nobody thought that the 78.2% IDA merger would be solved but the order issued favoring ITS officers on Allowances provoked all. While the management kept silent on revision of our perks and allowances to be done as promised after 1-1-2012 showed interest over the allowances of ITS officers who are to go out before 30-09-2012.
So the necessity of time compelled the leadership of all Unions and Associations to come together to wage a very serious struggle immediately. The FORUM was born. We need not explain all what happened after the announcement of indefinite strike.
The CMD who was very rigid and refused to consider the issue of 78.2% IDA merger and other economic demands we put forth on the plea that they would be considered only when BSNL starts earning profit has to come down. Our unity and feedback he may have got from Circles on the momentum gained towards the strike may be the reasons for amicable settlement.
We expect that the merger will be prospective but we were able to get a commitment from the management that it would be given retrospectively on the condition that BSNL has to earn profit.
As usual in the past any agreement will take time to be shaped as an order after observing all formalities. However we have to be vigilant to strike back if any delaying tactics is adopted by the management. This is not a new one. In the past thirty to forty years both in DOT as well as in BSNL we have crossed many such occasions and we achieved major demands finally.
But today we hear many isolated voices crying wolf. Criticism and self criticism are inseparable in public life. But in the name of criticism some born with extra brain proving their level of quality through their write-ups have been indulging in naked slanders.
1. This agreement is not of any individual or company but of the FORUM which accommodates almost all major Unions and Associations. All are not fools to be cheated. Everybody representing the respective organization contributed the negotiations. The agreement was unanimously accepted after having discussed in detail among Forum members and then they signed. Nothing was done hastily as in the case of some veterans who declared war against the CGM, Chennai and then maintained silent until his retirement.
2. This is first time after a long gap that all representatives, whether or not of recognized Organization, signed the agreement. To all it appears either historic or victorious. But to yellow-eyed, it is betrayal. We know that nobody is greater than the organization he belongs to and declaring war against the organization in lieu of ungovernable anger and frustration because of being isolated will be dealt with properly.
3. NFTE-BSNL, a major Union having a rich tradition in Telecom movement joined hands with the Forum to add additional strength which reflected in the success of the strike. Instead of claiming due share in this victorious struggle and trying to carry forward this unity for the sake of the Industry and the employees as a whole, singing a tragedy song that too lonely shows the state of perverted minds. Even they are ignored by their Central leadership themselves. Keeping the unity slogan high is the tradition of Tamilnadu from the days of legendary leaders like Com.Jagan. Com.Gupta and Com.K.R were also no exception to such unity path. Despite controversies on issues like Bonus, Time bound promotion etc, they signed unitedly after arriving at a consensus. This approach is renewed in this struggle. Keeping the unity in tact itself which was lacking in the recent past and arriving at an agreement without much pain itself is a major achievement. The bird only will know the pain of hatching eggs.
4. Leaders who stand for Unity tirelessly will be recognized by the cadres and remembered for ever. The fate of disintegrating elements who detached them from the mainstream will be always fatal.
5. Doubts on “Competent Authority” and other allowances are immaterial because we have to watch carefully the developments over the commitments given through the agreement and any reversal, if found, will be fought tooth and nail without delay. So let the commentators play their role! We the game players will be cautious to reach our goal.
6. Some experienced leaders who were called some time back by the “Disintegrator” as B-Team Leaders of NFTE were fortunately saved from falling prey into the trap laid by this miscreant and avoided addressing themeeting by the timely intervention of the followers. Perhaps to him “known devil is better than unknown angel”!We may ally even with the Devil, as Lenin said, but might not allow it to be swallowed.
7. Every employee will enjoy the breeze of success when he gets the financial benefit ensured by this agreement. Let us not divert our attention to the lonely cries.

The demands are pertaining to employees' economic issues. The justification of demands are not refused by the CMD himself. We keep patience for five years after Second PR for revising all perks and allowances until 01-01-2 012.

The outright refusal could not be tolerat 08-06-2012 : Dear Comrades, Repeated persuasion with CGM and effort of AO Finance bear fruit and E4 to E5 TBP order is issued to 17 officers including Com.Sivasamy who is due to retire this month. His pension papers now only can be processed further to get the actual increased benefit due to this TBP. 07-06-2012: Attention to all Comrades! Please see the above files uploded on calculation of the benefit we will get due to the merger of 78.2% IDA. This is worked for minimum scale of pay. We are losing our right as merger of 78.2% IDA is a part of pay and DPE guided in its order specifically that it is to be implemented. There is no link between earning profit and merging IDA. Pay and DA benefits cannot be refused on profit and loss. How much amount we have lost in the past may be left to the imagination of our members. This is a golden oppurtunity for all to win this demand.
Dear Comrades! The response on Dharna was so impressive that it gave a bright hope to move to the next phase of struggle still vigorously. The unity built under the platform of Forum Of all Unions/Associations could not be allowed to be wasted. The Indefinite strike has to open the eyes of the management and until settlement is reached we have to continue the struggle. The reactions towards the proposal on introduction of LDCE pattern to JAO to AO on 33% and 67% competitive and seniority basis as available in telecom may also be sent to CS please so that we may place them before the CWC meeting.
10-08-2012: Dear Comrades! Agreement was reached yesterday and the original draft approved by the CGM will be released today. The details on settlement are given below. In the presence of our CGM, GM (ADMIN), DGM (ADMIN) and GM (F), we , CS, CP, Com.Arumugam, CWC member, Com.VKP, Advisor, Com. Durai, ACS discussed the issues. The effort and the interest shown by our CGM in resolving the issues is really commendable. Though he was on RAM ZAN FAST, his patience hearing help solve the issues and we ended the programme.
1. Officiating for AO/CAO will be issued for 179 days instead of 89 days.
2.Transfer cases: a)Com.R.M.Jeyaraman, AO will be transferred to TVL from TT.
b)Com.C.Duraiarasan and Com.VKParamasivam will be transferred after the release of CAO promotion order from Corporate Office to Thanjavur and Madurai respectively.
c) Com.Mohandoss will be retained in Karaikudi on health grounds. His representation on health grounds will be considered on its receipt to Circle Office.
d) Com.Natesan, DGM/CDL will be transferred to Circle Office as DGM (F).
e) Com.Manimuthu and Com.Kala Jeyaraman will be given transfer benefits as per rules.
f) Com.T.P.L.Moorthy DGM/VLR is in waiting list to Circle office for a long time. So we request to consider his transfer by rediverting the post so that the DGM,TR post will be filled additionally as this post is felt essential by the GM, TR. We also met the GM,TR to help divert the post. Definitely we will get transfer in due course. Our CGM himself is also helpful. Hence now it is decided that when the vacancy is created, he will be considered.
3. Redistribution of posts: This should not be done and if done, it will be restored to the respective SSAs.
4. Seniority and officiating to 11 JAOs: Action is taken to get the seniority and the looking on arrangement to perform the duties of AOs where vacancies are available is now given by the GM. This may be continued as at present.
5. Pay anomoly cases and Debarring of AOs: Pay anomoly cases are processed. Debarring cases will be reopened when necessity arises.
WE have to bear in mind that we are able to settle the issues not by any individual's strength but by the collective strength of our Association and with the help of our GS and President/ CHQ/ New Delhi. Let us pledge to strengthen our AIBSNLEA still further to achieve demands. We salute you comrades for solidly standing with the Circle leadership.

Depending upon the local conditions, time and period of Dharna may be decided but Dharna without fail has to be conducted in all SSAs. 04-08-2012: Dear Comrades! Today evening we met our CMD who visited Trichy to attend the valedictory function of 12th All India BSNL WL/PL/BP tournament with our comrades. CP,CS,Rajendran, CWC Member, MK Ganesan, Subramanian, District President/Trichy, Gokulan, DS and Ramasamy, DP/KMB and other comrades were with us. 1.Regarding ACP I and ACP II for civil, there is no bottleneck or complications except one mistake in the minutes on pay scale. This will be corrected and file will be resubmitted. Orders are expected on 06-08-2012 or within two days from 06-08-2012.
2.PA t PS: We briefed the case and submit the letter on giving officiating to PAs. DGM (A) assured to explore the possibilities.
3.Officiating to DE/VLR: Mrs.Githa bai will be ordered officiating on or after 09-08-2012 so that Nrs.Oyyari may be relieved after the completion of two years.
4. Transfer of Com.Balu, Sr.Accountant: Order will be issued to STR.
5. Com.Panneerselvam DE/MA, STP transfer to Tuticorin will be ordered after getting CGM's approval. The case was recommended.

29-07-2012: Dear Comrades! When there was a bottleneck in clearing the ACP I and II, in Circle Office and unnecessary doubts were raised, we wrote the above letter to CGM and briefed to GM(A) and DGM(A). Then things started moving which lead to the settlement of Civil wing issues on pending ACP. For reference and to recall, we published the letter again.
28-07-2012: Dear Comrades! The note for discussion in MC meeting on 78.2% was not taken in the last meeting. We keenly watch and our GS and President meet then and there CMD and Director(HRD). There may be delay but it cannot be refused as nobody has the right to do so. Any negative move will fire the situation immediately. At that time as usual we will intensify the fight unlike some some cowards who always cry like helpless mother and pass only comments.
Dear Comrades! In Civil Wing, our consistant efforts and the helpful attitude of the PCE (Civil) and the Section Officer bear fruits in settling the long pending problems. Now the ACP order was issued. Still many a officer are to be given Second ACP. The file is in Circle Office and being processed. We expect the order shortly. Our CHQ is also seriously pursuing the case of the Diploma holders to become eligible for EE as permitted in other wings.
25-07-2012: Dear Comrades! Transfer cancellation: Com.Panneerselvam,DE, STP was transferred to NE-II but due to his family Condition he could not move out of Circle. We took up the case and now he was transferred to Tamilnadu Circle.Thanks to our President and GS/CHQ for settling this genuine case.
GS, President, AGS (HQ) met Director (Finance), Director (EB/HR) and invited them as Guests of Honour to attend the OPEN SESSION on the occasion of CWC Meet of AIBSNLEA being held at Ahmadabad (Gujarat) on 23rd & 24th August'2012. Also requested to get approval of the MC Note on 78.2% IDA fitment benefit in tomorrow Management Committee Meeting. They informed that it is there in tomorrow's MC Meeting agenda to discuss 78.2% IDA fitment benefit for approval.
Amendment in BSNL MSRRs-2009 for Civil & Electrical: We requested for amendment in the BSNL MSRRs of EEs(C/E) for allowing SDE(C/E) having diploma qualification for the promotion of EE(C/E) as it is available in CPWD RRs to fill up 33% EEs posts by diploma holders. Also Ministry of Education & Social Welfare, Department of Education & Technical (Govt. of India) issued OM that Diploma holders in Engineering in appropriate discipline plus total 10 years of technical experience are recognized as equivalent to degree in engineering and to be considered for selection to Gazetted posts. But as per BSNL MSRRs the diploma holders SDEs(C/E) are not allowed to be promoted to EE post. Allowing them to become EE no financial implication will be involved. However, the seniority of degree holders may be kept intact. CMD assured to look into the matter.
24-07-2012: Dear Comrades! Yesterday our GS and President met ED (Finance) to explain about the indifferent attitude of GM(F) ,Tamilnadu and got an assurance to look into the matter. But our pending issues assured to be settled by our CGM need not be prolonged further by the GM (F). We cannot remain silent for her mercy. We expect there will be a move on issues assured and ordered to be settled by our CGM. There need not be any delay in issuing transfer orders to Com.Jayaraman of TT to TVL, Com.Duraiarasan to Thanjavur, Com. Mohandoss's retention in Karaikudi on deteriorating health conditions and Com.Natesan, DGM from CDL to Chennai. The officiating period must be for 179 days as per rules. Quoting rules and conventions according to personal convenience of the authority cannot be accepted. Otherwise we will go on as per the programme finalised in our CEC Meeting. Spoiling the APAR of an Officer daringly even without knowing rules will ,if necessary, be brought before the court of law to expose the vengensive and vindictive attitude of the authority. The rights of an union/Association activist and to be a member of an organisation are not against any Conduct Rules. They are assured in our Constitution. Violating the constitutional provision might not be an individual's veto whoever they may be.
23-07-2012: Dear Comrades! Our First CEC Meeting was conducted at Chennai on 21-07-2012. The report is given below.
First Circle Executive Meeting at Chennai- Report
Dear Comrades! After our Circle Conference held at Dharmapuri in the month of March, 2012, the first circle Executive Meeting was held at Chennai in “Jeevana Jyothi Hall” near Museum, Egmore, Chennai on 21-07-2012.. Within a very short notice of notification, this CECMeeting was arranged in a very nice manner by the Circle Office Branch with the help of Greams Road Branch. Com.Sivakumar presided. All the Circle Office Bearers, CWC Members except one and SSA Branch Secretaries and Presidents except a few participated from all SSAs. The representatives from TVL, TT and CON SSAs have not attended due to their pre-occupation. Com.VKP, Advisor could not attend due to ill-health and Com.B.S.Reddy, the OS (North) sent greetings.
The main purpose of the Executive is to discuss about the stalemate condition in the settlement of issues which are kept pending by the GM (F) though the CGM cleared the cases. The suffering of our members may give pleasure to the GM (F) but we could not tolerate the abnormal delay and the total negative attitude of her towards the grievances of the staff. Keeping peaceful atmosphere in the industry against being a to peace and lending the ears to hear the genuine and easily-to-be settled issues of the staff are also the prerequisites of a good manager which is missing. Despite the assurance and issuance of instructions to the settlement of the cases by our CGM, Madam GM (F) gave little importance to them. Hence we have to take serious decisions to resume our Agitational Programme which we suspended in the month of March, 2012 on the written agreement and the assurance given by our CGM on behalf of the GM (F).
All the participants of the Executive meeting spoke about the unavoidable circumstance which compels us to resort to agitational programme apart from other important issues pertaining to service matters. Those issues will be sorted out and they will be presented before the ensuing CWCMeeting to be held at Ahmadabad in the last week of August, 2012. Two office bearer posts kept vacant were filled up as per the recommendation of the committee formed during the Circle Conference. Com.M.C.Ravi, JTO/DPI and Com. Rajamanickam, Sr.AO/CBT were announced elected as ACS and OS respectively. The importance of the OS in organizing to extend our Association in all the three SSAs,ie. CBT, ERD and CON was explained by Com.Durai, ACS and the CS and we declared to extend all help in the initiatives taken.
Finally we decided unanimously the following programme of action.
06-08-2012:Sending Savingram to CGM with a copy to Director (HR) and GS, CHQ, Wearing Batches on demands and demonstrations. On that day itself a detailed memorandum will be submitted to our CGM by our Circle Association.
09-08-2012: One Day Dharna in front of SSA Head quarters.
13-08-2012: Relay Fast in front of CGM Office, Chennai by the Circle Office Bearers and Non-Co-operation in all SSAs.
All are requested to conduct the programmes successfully.
ERODE SSA AGB Meeting: DearComrades! The AGB Meeting of Erode SSA was conducted on 22-07-2012. CS, CP , Com.Durai, ACS, Com.M.C.Ravi, ACS and Com.Rajamanickam, OS and Com.Karuppaiah, DS/MA SSA, Com.Nagarethinam, DS, Palghat SSA/Kerala participated and addressed. Com.CS presented some issues before the GM/ Erode who attended the conference even though it is Sunday. They were answered properly and the GM greeted the conference and explained the efforts he taken and the co-operation we have been giving to achieve the task. Com.K.K.Dhandapani, Com.C.Periasamy and Com.S.Balasubramanian, PS were elected with other office bearers as President, Secretary and Finance Secretary respectively.

03-07-2012: Dear Comrades! Com.Ramachandran, SDE, Harur of Dharmapuri SSA met an accident the day before yesterday in which he was critically injured but crossed the critical condition after hospitalisation but unfortunately he lost his wife who died on the spot itself. We strongly and deeply mourn for the sad demise of her and shared the grief of their family.
We also heard the news of sudden demise of Com.Sushil kumar, CS of Himachal Pradesh Circle. We dip our banner in token of condolence and share the grief with the family. The reminiscences of his role he played during the CWC he conducted in Manali come to our memory. May his soul rest in peace.

26-06-2012: Dear Comrades! The specialmeeting organised by our Circle Association at Trichy was so successful that more than 200 members from 13 SSAs participated. The members of Chennai Branches attended the open session of Circle Coference of Chennai Telephones on the previous day. So all SSAs members are thus informed of the proceedings of the talks on strike we proposed. The GS could not attend the Trichymeeting due to some emergency situation. But Com.Venu, our All India President narrated in detail what happened from the date of announcement of programme and the developments of the negotiations. We have to watch the developments keenly and see that the agreement reached is implemented in true spirit. Unlike some half-baked leaders crying against the Agreement like orphans, we have to pay attention towards the erly issuance of necessary orders to the favour of employees. Com.Sivakumar,CP. 22-06-2012: Dear Comrades! We met our CGM today with Com. Prahlad rai,our GS, Com.Venu, CHQ President and Com.VKP, Advisor, CHQ. For all AOS (42 officers) eligible for CAO promotion. Vigilance Report is pending and they have to be collected from the SSAs by the finance wing. We brought it to the notice of CGM about the background for delay.
Cases of Com.Shivaji of CDL SSA about his promotion, Transfer Case of Com.Jayaraman, AO/TVL and LA for DGM to Com.Raja, DE/ VLR were discussed in addition to the prevailing condition of Accounts wing in Circle Office.

12th Agreement on 13th Indefinite Strike and our unfazed reactions.
Dear Comrades! At the outset we welcome this agreement and extend our warm greetings to the leaders of all Unions and Associations for achieving this victorious agreement forming the FORUM, a new platform for unity.
We have to keep this FORUM in tact to maintain our unity which is the need of the hour to save BSNL and to solve critical issues we anticipate in future. We have to put a full stop for the ITS Officers’ absorption issue on 30th September, 2012. Other cadre wise issues pending for a long time of both Executives and Non-Executives have to be settled without delay. After the quit of all ITS officers the burden of saving the BSNL will fall on our shoulders. We cannot say any lame excuses and do mutual accusations. So keeping the banner of unity still high becomes top priority.
A month ago nobody thought that the 78.2% IDA merger would be solved but the order issued favoring ITS officers on Allowances provoked all. While the management kept silent on revision of our perks and allowances to be done as promised after 1-1-2012 showed interest over the allowances of ITS officers who are to go out before 30-09-2012.
So the necessity of time compelled the leadership of all Unions and Associations to come together to wage a very serious struggle immediately. The FORUM was born. We need not explain all what happened after the announcement of indefinite strike.
The CMD who was very rigid and refused to consider the issue of 78.2% IDA merger and other economic demands we put forth on the plea that they would be considered only when BSNL starts earning profit has to come down. Our unity and feedback he may have got from Circles on the momentum gained towards the strike may be the reasons for amicable settlement.
We expect that the merger will be prospective but we were able to get a commitment from the management that it would be given retrospectively on the condition that BSNL has to earn profit.
As usual in the past any agreement will take time to be shaped as an order after observing all formalities. However we have to be vigilant to strike back if any delaying tactics is adopted by the management. This is not a new one. In the past thirty to forty years both in DOT as well as in BSNL we have crossed many such occasions and we achieved major demands finally.
But today we hear many isolated voices crying wolf. Criticism and self criticism are inseparable in public life. But in the name of criticism some born with extra brain proving their level of quality through their write-ups have been indulging in naked slanders.
1. This agreement is not of any individual or company but of the FORUM which accommodates almost all major Unions and Associations. All are not fools to be cheated. Everybody representing the respective organization contributed the negotiations. The agreement was unanimously accepted after having discussed in detail among Forum members and then they signed. Nothing was done hastily as in the case of some veterans who declared war against the CGM, Chennai and then maintained silent until his retirement.
2. This is first time after a long gap that all representatives, whether or not of recognized Organization, signed the agreement. To all it appears either historic or victorious. But to yellow-eyed, it is betrayal. We know that nobody is greater than the organization he belongs to and declaring war against the organization in lieu of ungovernable anger and frustration because of being isolated will be dealt with properly.
3. NFTE-BSNL, a major Union having a rich tradition in Telecom movement joined hands with the Forum to add additional strength which reflected in the success of the strike. Instead of claiming due share in this victorious struggle and trying to carry forward this unity for the sake of the Industry and the employees as a whole, singing a tragedy song that too lonely shows the state of perverted minds. Even they are ignored by their Central leadership themselves. Keeping the unity slogan high is the tradition of Tamilnadu from the days of legendary leaders like Com.Jagan. Com.Gupta and Com.K.R were also no exception to such unity path. Despite controversies on issues like Bonus, Time bound promotion etc, they signed unitedly after arriving at a consensus. This approach is renewed in this struggle. Keeping the unity in tact itself which was lacking in the recent past and arriving at an agreement without much pain itself is a major achievement. The bird only will know the pain of hatching eggs.
4. Leaders who stand for Unity tirelessly will be recognized by the cadres and remembered for ever. The fate of disintegrating elements who detached them from the mainstream will be always fatal.
5. Doubts on “Competent Authority” and other allowances are immaterial because we have to watch carefully the developments over the commitments given through the agreement and any reversal, if found, will be fought tooth and nail without delay. So let the commentators play their role! We the game players will be cautious to reach our goal.
6. Some experienced leaders who were called some time back by the “Disintegrator” as B-Team Leaders of NFTE were fortunately saved from falling prey into the trap laid by this miscreant and avoided addressing themeeting by the timely intervention of the followers. Perhaps to him “known devil is better than unknown angel”!We may ally even with the Devil, as Lenin said, but might not allow it to be swallowed.
7. Every employee will enjoy the breeze of success when he gets the financial benefit ensured by this agreement. Let us not divert our attention to the lonely cries.
“The dogs are barking but the caravan goes on”, a famous verse in a poem captioned as “Peddlers’ Caravan” and memorized in the school days again comes up to our memory.

Dear Comrades! The response for Indefinite Strike from 13-06-2012 is overwhelming. This fight is considered an important one as this is called by All Major Unions/Associations after a long time. The demands are pertaining to employees' economic issues. The justification of demands are not refused by the CMD himself. We keep patience for five years after Second PR for revising all perks and allowances until 01-01-2 012.
08-06-2012. The outright refusal could not be tolerat 08-06-2012 : Dear Comrades, Repeated persuasion with CGM and effort of AO Finance bear fruit and E4 to E5 TBP order is issued to 17 officers including Com.Sivasamy who is due to retire this month. His pension papers now only can be processed further to get the actual increased benefit due to this TBP. We alarmingly raise our voice against the delay in conducting DPC and watch the follow-up action. Then only we could see that this order is issued. Thanks for our CGM and AO Finance. 07-06-2012: Attention to all Comrades! Please see the above files uploded on calculation of the benefit we will get due to the merger of 78.2% IDA. This is worked for minimum scale of pay. We are losing our right as merger of 78.2% IDA is a part of pay and DPE guided in its order specifically that it is to be implemented. There is no link between earning profit and merging IDA. Pay and DA benefits cannot be refused on profit and loss. How much amount we have lost in the past may be left to the imagination of our members. This is a golden oppurtunity for all to win this demand.
Dear Comrades! The response on Dharna was so impressive that it gave a bright hope to move to the next phase of struggle still vigorously. The unity built under the platform of Forum Of all Unions/Associations could not be allowed to be wasted. The Indefinite strike has to open the eyes of the management and until settlement is reached we have to continue the struggle. We have to paralyse the service totally as ITS officers did in the past to achieve their demand. The verbose who are out of mainstream will automatically wither away from the scene. They will be remembered as "Fifth Column" and "Black Leggers" in Telecom trade union history.
On tour programme: We propose to plan for a joint tour to organise strike. But due to pre-occupation of leaders of other unions/Associations, arrangement could not be done. However our Circle Office Bearers and all front line leaders may go formeetings to SSAs where suchmeetings are arranged. We have to gear up the movement for Indefinite strike from now on.

The Forum of all Associations and Unions gave a call immediately after knowing the BSNL Management's over night announcement on Extension of Allowances to ITS officers while the days are numbered for their total quit from BSNL. We have to be firm in our programme and could not allow the programme to get diluted for one or other reasons as in the past. We really feel happy and our Advance Congratulations for getting through the Main Exam. and we have to see an IAS emerging from Com.Narayanan's Family.

08-05-2012: Dear Comrades! Today option is called for 629 SDE posts in our Circle. It will be arranged in a smooth manner without any confusion but the more efficient administration alleged to be run by the GM(F) could not do the officiating for just 62 vacancies declared in CAO cadre. Is it too difficult? No, the mind set is not OK. Always to torture and punish the subordinates and unwillingness to extend the due promotions in time is the mind set. There cannot be two procedures under the same rules. We wait to prove the inactive and inefficient administration of Accounts Head and see that this attitude will be changed otherwise the head will be changed.
07-05-2012: Dear Comrades! Due to hectic tour, we could not update our site regularly. Our hats off to all of our SSA Branches who organised the Foundation Day of our AIBSNLEA in a grand manner.
Our GS and AGS (South) participated in Foundation Day Celebration and hoisted Association flag on their way back to Trivandrum from Kanyakumari. Our NGC Comrades arranged flag mast over night and our GS hoisted the flag. It reflects their deep committment and involvement.
Let us develop the same in our SSA.

The letter to CGM given yesterday and to the GM(F) today were given below. We hope issues will be settled smoothly though there may be some delay in proceesing.
CUG- post paid and prepaid compatibility problem: We brought to the notice of our CGM about one Non-compatibility problem in CUG between Post paid service GSM connections given to the EXecutives and the pre paid connection to TMs recently given. The calls while contacting the TMs are charged even in CUG. This feed back we gave to our CGM. Immediately he contacted the GM/CMTS/CBT and sorted out the issue. Approval may be given to convert this pre paid connection into post paid connection to all TMs if the compatibility problem could not be solved. Thanks to our CGM for responding to our grievance we represent.
We met DGM(A) and discussed the issue of Temporary transfer of Com.Vasudevan,JTO, Srirangam/Trichy and Transfer of Smt. Ambujalakshmi, DE, from KMB to Trichy.
We took the case of Com.T.Sivaji, SS(O)/CDL with the CGM. His promotion case will be considered. The letter given by the CS is given below.

10-04-2012: Dear Comrades! Com.N.Varadarajan, the veteran and senior most leader of Tamilnadu Communist movement passed away today. He was the State Secretary of CPI(M) of Tamilnadu Unit. Due to his illness he came down and Com.Ramakrishnan took over the charge. He is a real fighter with the ethics of a Communist and involved until death himself for the cause of the oppressed and the downtrodden. We dip our AIBSNLEA Banner in token of our Comradely affection and respect to the departed leader and share the grief of his comrade-in-arms.
9-04-2012: Two Great losses
Dear Comrades! Com.A.Senthil Murugesan, AO(RCF) of Madurai has lost his mother yesterday in a road accident when he rode a two wheeler with his mother. An unexpected demise of his mother is really a shock to him. Our Madurai Comrades are with him until the last rituals and console him.All office bearers of our Association are present with him.
Com.Koteeswaran, Sr.AO/ Circle office has lost his one and only daughter who has been working as a software Engineer in HCL today. At the age of 22, she left the beloved family. We feel that it is a loss to everybody who are in the age group of fathers like Com.Koteeswaran and could not be easily digested. Both losses could not be compensated. We share our deep heartfelt feelings with our bereaved comrades and their family and friends. We dip our banner in memory of the departed souls. Chennai Comrades and Circle office bearers and STR Branch comrades shared the grief today and consoled Com.Koteeswaran.
08-04-2012: Branch Secretaries and Circle office bearers, Kind attention please!
Dear Comrades! In respect of officiating order from AO to CAO, we will meet our CGM on 11-04-2012 and point out the adament attitude of the GM(F). She, on 07-03-2012, while the CGM intervened and gave gidelines to settle the issue, openly told that she would not take the responsibilities in transfer and posting and they may be entrusted to any other officer. Then the CGM directed that while there is no optees we may go down the eligibility list and the vacancies may be filled up by the officials locally available and other minor issues may be discussed with DGM(HR & A) and DGM(F). But what happened on 04-04-2012? The DGM(F) has not turned up for the meeting and called the DGM(A) to his chamber and told that the GM(F) directed that all the powers on posting, transfer etc rest with her only and he could not do anything. He may tell this in the meeting arranged as per the direction of the CGM. But he sailing with the GM(F) did not obey the direction and showed gross insubordination. We will bring it to the notice of Director(HRD) and CMD. Their adament attitude and indiscipline will lead us to total non co-operation. If our genuine demand which was agreed by our CGM is not implemented, we will go on agitation and the Branch Secretaries are requested to conduct the Branch Meeting immediately and the decision of the branch on the agitation may be conveyed to the CS either over phone or through E-mail so that we may proceed further. This is very important.
The cat that " who is misguiding whom?" or "who is misleading whom?" will come out of the bag very shortly!
04.04.2012: Dear Comrades, Today the meeting as directed by the CGM was held in the Chamber of DGM(HR & A) in connection with the issues for which minutes was already recorded after our Dharna Programme held on 07.03.2012. We really feel sorry that the DGM(F) has not participated in the meeting though CGM has given mandate in the minutes already released. It is learnt that he was not allowed to attend the meeting. However, we the CS, CP, Com. Durai ACS and Com. Guru ACS participated and expressed our views. They were recorded and the minutes were released there itself. Copy of the minutes is given below.
Instead of carrying out the duties assigned to them by the CGM, they worked over time in releasing the Transfer orders without following any norms / transparency. While this item is under discussion and we expressed our views which are recorded in the minutes orders were issued unilaterally without giving any intimation to the DGM(HR & A) / CGM. 9-04-2012: Two Great losses
Dear Comrades! Com.A.Senthil Murugesan, AO(RCF) of Madurai has lost his mother yesterday in a road accident when he rode a two wheeler with his mother. An unexpected demise of his mother is really a shock to him. Our Madurai Comrades are with him until the last rituals and console him.All office bearers of our Association are present with him.
Com.Koteeswaran, Sr.AO/ Circle office has lost his one and only daughter who has been working as a software Engineer in HCL today. At the age of 22, she left the beloved family. We feel that it is a loss to everybody who are in the age group of fathers like Com.Koteeswaran and could not be easily digested. Both losses could not be compensated. We share our deep heartfelt feelings with our bereaved comrades and their family and friends. We dip our banner in memory of the departed souls. Chennai Comrades and Circle office bearers and STR Branch comrades shared the grief today and consoled Com.Koteeswaran.
08-04-2012: Branch Secretaries and Circle office bearers, Kind attention please!
Dear Comrades! In respect of officiating order from AO to CAO, we will meet our CGM on 11-04-2012 and point out the adament attitude of the GM(F). She, on 07-03-2012, while the CGM intervened and gave gidelines to settle the issue, openly told that she would not take the responsibilities in transfer and posting and they may be entrusted to any other officer. Then the CGM directed that while there is no optees we may go down the eligibility list and the vacancies may be filled up by the officials locally available and other minor issues may be discussed with DGM(HR & A) and DGM(F). But what happened on 04-04-2012? The DGM(F) has not turned up for the meeting and called the DGM(A) to his chamber and told that the GM(F) directed that all the powers on posting, transfer etc rest with her only and he could not do anything. He may tell this in the meeting arranged as per the direction of the CGM. But he sailing with the GM(F) did not obey the direction and showed gross insubordination. We will bring it to the notice of Director(HRD) and CMD. Their adament attitude and indiscipline will lead us to total non co-operation. If our genuine demand which was agreed by our CGM is not implemented, we will go on agitation and the Branch Secretaries are requested to conduct the Branch Meeting immediately and the decision of the branch on the agitation may be conveyed to the CS either over phone or through E-mail so that we may proceed further. This is very important.
The cat that " who is misguiding whom?" or "who is misleading whom?" will come out of the bag very shortly!
04.04.2012: Dear Comrades, Today the meeting as directed by the CGM was held in the Chamber of DGM(HR & A) in connection with the issues for which minutes was already recorded after our Dharna Programme held on 07.03.2012. We really feel sorry that the DGM(F) has not participated in the meeting though CGM has given mandate in the minutes already released. It is learnt that he was not allowed to attend the meeting. However, we the CS, CP, Com. Durai ACS and Com. Guru ACS participated and expressed our views. They were recorded and the minutes were released there itself. Copy of the minutes is given below.
Instead of carrying out the duties assigned to them by the CGM, they worked over time in releasing the Transfer orders without following any norms / transparency. While this item is under discussion and we expressed our views which are recorded in the minutes orders were issued unilaterally without giving any intimation to the DGM(HR & A) / CGM. We will not accept this and pursue the case with CGM. The same speed in releasing the transfer order would have been adopted in releasing the Officiating orders also.

27-03-2012: Dear Comrades! The first issue settled after the conference is on SIM cards sold. The Dummy SIM cards sold through the CSCs by the TMS could not be reconciled due to lapses in collecting particulars and the applications are not in order. So recovery from CSC in-charges was ordered by the GM(IMPCS)/CBT. This was brought to the notice of our CGM and our CS requested to extend the time for correction and resubmission of application for reconciliation. This was agreed by our CGM and he instructed to stop the order on recovery. Our CSC in-charges have to take action to collect correct informations to complete reconciliation.

The soul raising the "CRY WOLF" has no minimum courtesy to the effort taken by the individual and mention the name of the Association to which he belongs to. We have been in touch with Com.Ganesh who filed the case and discussed then and there on the developments of the trial. Finally one judgement is coming. The prayer of the petitioner is to quash the condition of reaching the minimum of the next higher scale for the consideration of first time bound promotion in 4 years which is pointed out by him as unconstitutional. This discriminating clause need to be quashed could not be defended by the department before the Hon'ble Court. The judgement pronounced after the admission of the OA of Com.Ganesh need not be viewed negatively. If so, we, the Association will extend the helping hand to win the case in favour of hundreds and hundreds of the Executive Comrades. The interpretation of the Judgement as given by Com.Ganesh is reproduced below.

08-03-2012: Dear Comrades! Yesterday was a historic day for AIBSNLEA, Tamilnadu Circle. The call given by our Circle Association was massively responded. DHARNA programme was successfully conducted on 07-03-2012 as scheduled. More than 200 members participated from all SSAs. Though the problems are viewed simple, we have been pursuing the case for the last 6 months patiently. When it appears that the GM(F)is taking negative stand and totally not in the mood of settling the issues, we have to choose vigorous form of action. Com.Prahalad rai, our GS took the issue very seriously and wrote the letter to Director(HRD) and with with Com.Venu, our President , met the ED(Finance), PGM(FP) and GM(Estt.) to focus the issues and the attitude of the GM(F). The GM(F) in her letter directed to be given by the DGM(F) told that the officiating case was referred to Corporate Office. This is quite unnecessary. The portion of the rules(EPP) conveniently selected was quoted by the administration to confuse all. We explained our position to our GM(A) and CGM also. We have to thank Com.Chellappa, CS, BSNLEU, Com.Chandrasekar, CS, FNTO-BSNL, Com.Gopi, CS, SNEA, Com.Shanmuga sundararaj, CS. SNEA, Chennai Telephones and other Office Bearers of SNEA, Com.P.N.Perumal, CS, SEWA, and Com.Sathyamurthy, CP, AIBSNLEA, Chennai telephones for their addressing the Dharna programme. Com.Jogi, the GS, SNEA who visited Chennai for SNEA programme came to the Dharna pandal along with SNEA Comrades and addressed. We thanked him. In the evening we met the GM(F) without her invitation. She was not ready to discuss and settle the issues. But she SMSed to police for her safety and complained that we did not allow her to perform her duty. Then police came. We briefed and then the CGM came to the Chamber of GM(F) and in his presence, we discussed the issue with GM(A) and DGM(A). Finally, our stand on officiating and long standing transfer were accepted and recorded in minutes. Then we reported everything to our members and with raising of slogans we completed our programme successfully. Other issues, as per the minutes, will be discussed with DGM(A) and DGM(F) and sorted out shortly. We express our sincere thanks to our GS and President for their timely intervention in higher level to resolve the issue amicably. Our sincere thanks to our CGM, GM(A) and DGM(A) for their contribution in resolving the issues peacefully. Let us carry forward this vigour in future and uphold the Banner of AIBSNLEA high in Tamilnadu to protect the interest of all Executives irrespective of their belonging. Dear Comrades! 06-03-2012: Really a happiest occasion! Dear Comrades! The ACP/TBP case of JTOs(Civil) remains pending for a longtime. Many attempts by individuals and organisation failed. AIBSNLEA took the case very seriously after collecting sufficient informations and Rulings from our senior civil comrades like Nedumaran and Murali and presented the case in our own way. Our approach and way of presentation with additional rulings issued in favour of the case by the CO/New Delhi convinced the administration to reopen the issue. The CGM/Tamilnadu was more helpful and the PCE(Civil) did a lot to resolve the issue. The CGM agreed to approve the promotions under ACP/TBP but a hurdle was put by miscreants as usual. A declaration is sought from all individuals to get promotion that recovery would be made if CO/New Delhi issued negative clarification.
We met our CGM with our civil comrades and were able to convince the CGM to relax such condition of giving declaration. Now the order as per our request was issued. But the GM(F) who also followed the same till recently suddenly raises the doubt about arranging officiating as per EPP. She believes that she will get clarification from the Corporate Office as she expects. But she will be answerable to stirring up the hornets' nest.

Com.Murali, JTO of Civil Chennai, Com.Nedumaran, JTO from Vellore, Com.Arumugam, CWC member, Vellore, Com.Sivakumar, CWC member and Com.Durai have accompanied the CS. The meeting was fruitful and the ACP/TBP issues will be settled soon. ACP cases referred to will be finalised by PCE(CIVIL) himself. CGM/Tamilnadu will give approval to TBP without any delay on the basis of our discussion we had with him on 27-02-2012.
We met the CGM/STR also to express our thanks in extending helping hand to resolve the stenographers case. His presence while our comrades briefed the case before the Director(HRD) on 24-02-2012 enthused us and we further pursue the case with our CHQ.

24-02-2012: Dear Comrades! Our Hats off to our Com.S.Ganesh, JAO/STR/Chennai, (the Branch Secretary of AIBSNLEA/STR/Chennai) who filed a case on his own in Hon.CAT/Chennai for removing the condition of reaching the minimum of the pay in the next higher IDA for time bound promotion after 4 years. (other wise 6 years). He has won the case.
The Hon’ble CAT, Chennai has quashed the condition (given in para 3.1 of Executive Promotion Policy ) “of reaching/crossing the minimum of the higher IDA Scale” as one of the eligibility criteria. The effect of the judgment is that every executive will get his/her first time bound promotion in four 4 years irrespective of the fact whether he/she has crossed / touched the minimum of the next scale. This will be applicable for those who got first financial upgradation from 01.04.2004 to 31.12.2006. Those who have got the first TBP even after 01.01.2007 may be benefitted by giving option of Pay Fixation. The full details will be published on getting official copy of the judgment.
We appreciate Com.Ganesh for his confidence and tireless effort. Though he fought alone, we assure him that we will fight by impleading into the case if, as usual, management prefers appeal. The final victory will give career and financial benefits to hundred and hundres of our Executives of all streams gradually.
ACP/TBP in Civil Wing:Dear Comrades! After a very long persuasion and repeated attempts to convince the justification of the cases, the ACP/TBP issue will be settled very shortly. The meeting with PCE(Civil)/ Chennai we had with our Civil wing Comrade Murali, Com.Arumugam CWC member/Vellore, Thamilselvan DS of Vellore, Com.Durai our President was the first fruitful meeting. The PCE(Civil) was really more sympathatic towards this long pending issue and aaaured to get the issue settled. Then we followed the case. Finally a positive note was sent to Corporate Office which we were able to confirm with our GS/ CHQ, New Delhi and he assured that the case will be settled shortly. This is also well known to the Civil Wing JTOs and other affected officers. Now a breakthrough is coming after our effective intervention. When some of the seniors came to frustration and openly contacted us to pursue the case, we assured them that we will do it. Now we keep our committment. But now many SMS are sent claming that they settle the case. Victory has many a father but orphan is the Defeat!

24-02-2012: Dear Comrades! Our Hats off to our Com.S.Ganesh, JAO/STR/Chennai, (the Branch Secretary of AIBSNLEA/STR/Chennai) who filed a case on his own in Hon.CAT/Chennai for removing the condition of reaching the minimum of the pay in the next higher IDA for time bound promotion after 4 years. (other wise 6 years). He has won the case.
The Hon’ble CAT, Chennai has quashed the condition (given in para 3.1 of Executive Promotion Policy ) “of reaching/crossing the minimum of the higher IDA Scale” as one of the eligibility criteria. The effect of the judgment is that every executive will get his/her first time bound promotion in four 4 years irrespective of the fact whether he/she has crossed / touched the minimum of the next scale. This will be applicable for those who got first financial upgradation from 01.04.2004 to 31.12.2006. Those who have got the first TBP even after 01.01.2007 may be benefitted by giving option of Pay Fixation. The full details will be published on getting official copy of the judgment.
We appreciate Com.Ganesh for his confidence and tireless effort. Though he fought alone, we assure him that we will fight by impleading into the case if, as usual, management prefers appeal. The final victory will give career and financial benefits to hundred and hundres of our Executives of all streams gradually.
ACP/TBP in Civil Wing:Dear Comrades! After a very long persuasion and repeated attempts to convince the justification of the cases, the ACP/TBP issue will be settled very shortly. The meeting with PCE(Civil)/ Chennai we had with our Civil wing Comrade Murali, Com.Arumugam CWC member/Vellore, Thamilselvan DS of Vellore, Com.Durai our President was the first fruitful meeting. The PCE(Civil) was really more sympathatic towards this long pending issue and aaaured to get the issue settled. Then we followed the case. Finally a positive note was sent to Corporate Office which we were able to confirm with our GS/ CHQ, New Delhi and he assured that the case will be settled shortly. This is also well known to the Civil Wing JTOs and other affected officers. Now a breakthrough is coming after our effective intervention. When some of the seniors came to frustration and openly contacted us to pursue the case, we assured them that we will do it. Now we keep our committment. But now many SMS are sent claming that they settle the case. Victory has many a father but orphan is the Defeat!

17-02-2012: Dear Comrades! JTO to SDE Officiating order for 87 JTOs are issued yesterday. List is below and DE officiating order is also issued and see the list below .
On CAO officiating- Left out cases: We sufficiently discussed the issue with the GM(F) and the copy of the letter was also given to our CGM and in the presence of GM(A) we explained the issue to the CGM and he fully accepted our views on arranging officiating. We hope that proper instructions will be given. If no settlement is coming on our lines we will resume our previous programme in the first week of March, 2012. There is no compromise on the wrong method being followed by the GM(F). We will bring it to the notice of ED(Finance)/ New Delhi and to our CHQ, if necessary.

Today we, Guru & CS met GM(Finance) to discuss the pending issues. DGM(Finance) was also there. We extend our informal invitation to GM(F) for our 4th Circle conference to which she consented. The meeting was generally smooth and the issues in which GM(F) was convinced will be settled. Other issues particularly on CAO officiating remain unsettled. We after having discussion with our office bearers will decide further course of action.
Let us fight in the streets and the courts against discrimination
Dear Comrades! We want to know your opinion on the strategy and the tactics we have to adopt in resolving the issue of repatriation of ITS officers fairly. The SLDRR, 2011 announced by the Corporate Administration is, beyond doubt, only for the Rehabilitation of ITS officers who went to DOT and still others who are in BSNL and wait for the “Final outcome” on implementation of SLDRR with the hope of getting favoured by the Rule and its amendments fastly incorporated as and when the doubts raised from any corner of the Nation even as an individual voice.
We, the United Forum, give the call for chain action programme from today onwards. The three days consecutive Dharna programme starts from 15th February, 2012 to 17th February, 2012. Next form of action will be more vigorous. We seek total solidarity from all other Unions/Associations of BSNL. We have to approach local representatives of public like MPs, MLAs and notable personalities and submit memorandum justifying our demands and request to give enough pressure through their platform to the corporate administration (CMD) to settle the issues we raised. The Hon’ble Ministers of both State and Central available in your area have to be approached and sought help resolve the issue of ITS repatriation fairly against the vested interest working overtime only for the cause of ITS officers.
Apart from these initiatives in addition to your own proposals and plans on local requirements, we have to seek the legal remedy through Hon’ble Court of Law. The struggle of UF will pave the way for rethinking of the Corporate administration. But utilising the Court for getting genuine and reasonable decisions could not be ruled out. We should not forget that our senior comrades are subjected to suffer not only by involving them in such struggles but they are gradually retiring without getting their due promotion in time because of court cases and unpreparedness and inert attitude of the Administration in conducting the DPCs without delay. The delay in DPC and failure to conduct the LDCEs then and there when vacancies are abuntantly available in all Executives’ Cadres create mental agony and our senior comrades are put to heavy loss monetarily.
The frustration and anger have to be properly translated into mass uprising to paralyse this Corporate Administration and unmask their real face before the Government and the people. The media will come to our rescue only when we go to court and get any reasonable judgement. The Judgements recently pronounced in 2G Spectrum and other scams popularise the issue very fastly. Really we have to appreciate Sri.Subramaniam Swamy for his tireless, single-handed fight to achieve cancellation of 122 licenses issued improperly to major telecom service providers. No other political party either big or small, either conservative or rational could achieve such historic victory against the frauds and scams organisationally. Their role is multi-faceted.
So we have to be prepared to give legal blow against the ill motive of the BSNL beareaucracy who dare to come nakedly in support of ITS Officers and block the bright future of the younger generations and promotional and terminal benefits of the seniors who are in the verge of retirement after rendering 35 to 40 years of unblemished service for the growth of BSNL. Let us fight in the streets and the courts to popularise our demands and to get solidarity from all corners of the Country for our just demands. -

United Forum of BSNL Executives' Associations representatives i.e. AIBSNLEA, SNEA(I) & AIGETOA met today and expressed their resentment against arbitrary notification of BSNL SLD RRs-2011 of Sr. DGMs/GMs/CGMs in BSNL in violation of BSNL MSRRs and DoP&T instructions to bring back non-optee ITS Officers in BSNL which will adversely affect the BSNL & its Executives. United Forum discussed to hold Joint Meeting of CHQ Office Bearers and Circle Secretaries on 11th Feb'2012 at New Delhi for making agitation Programmes a complete success starting w.e.f. 15th Feb'2012 i.e. DHARNA, Work According to Rules and Non-Cooperation.
United Forum also decided to hold Massive Demonstration on 7th Feb'2012 during Lunch/Closing Hours at BSNL Corporate Office/Circle/SSA levels.
All the CHQ Office bearers/Circle/Branch Secretaries are requested to make organisational action programmes a complete success by involving 100% members.

Attention of CMTS wing comrades! The GM Dharmapuri proposed for the merger of BSS team with the SSA dissociating it from CMTS wing. This is not correct. We discussed with our CGM a fortnight ago. But CGM replied that it would be only an experimental basis for three months. Sudden merger without doing sufficient arrangements will lead to lack of co-ordination and inefficiency. Now the experimental basis is converted into permanent by the CGM. We totally disagrre with this position. Uniform policy has to be adopted after consultation with the unit concerned. Partial implementation raises doubts among our staff.
Policy adopted with vested interest cannot be agreed to. We will discuss this issue again with our CGM.
Dear Comrades! We met our GM(F) on 28-01-2012 in connection with pending issues which we briefed in a letter addressed to her and released above. Com.V.K.P.,Com.Sivakumar, Com.R.Rajendran, Com.Guru participated with our CS. On CAO officiating to left out officials, GM(F) took tough stand and we expressed our disagreement and requested to reconsider the position. If it is not agreed, we will have to resume our agitation we postponed early. There will not be compromise in this issue.
Other issues were discussed and a positive response shown by the administration is welcome. Let us wait for the reply.

Attention of CMTS wing comrades! The GM Dharmapuri proposed for the merger of BSS team with the SSA dissociating it from CMTS wing. This is not correct. We discussed with our CGM a fortnight ago. But CGM replied that it would be only an experimental basis for three months. Sudden merger without doing sufficient arrangements will lead to lack of co-ordination and inefficiency. Now the experimental basis is converted into permanent by the CGM. We totally disagrre with this position. Uniform policy has to be adopted after consultation with the unit concerned. Partial implementation raises doubts among our staff.
Policy adopted with vested interest cannot be agreed to. We will discuss this issue again with our CGM.
Dear Comrades! We met our GM(F) on 28-01-2012 in connection with pending issues which we briefed in a letter addressed to her and released above. Com.V.K.P.,Com.Sivakumar, Com.R.Rajendran, Com.Guru participated with our CS. On CAO officiating to left out officials, GM(F) took tough stand and we expressed our disagreement and requested to reconsider the position. If it is not agreed, we will have to resume our agitation we postponed early. There will not be compromise in this issue.
Other issues were discussed and a positive response shown by the administration is welcome. Let us wait for the reply.

UF requested all the Circle/Branch Secretaries for the successful implementation of Organisational Action Programmes on 16th and 20th Jan'2012- Demonstration & DHARNA respectively to protest against arbitrary notification of RRs of Sr. DGM/GM/PGM/CGM. UF after detailed discussions decided that all the three General Secretaries will go on organisational tours to the Major Stations i.e. Kolkata, Mumbai, Chennai, Pune, Bangalore, Hyderabad, Chandigarh etc for mobilization and successful implementation of harder Organisational action programmes in terms of "Three days Hunger Strike", "Work According to Rules" and "Non-Corporation Movement" w.e.f. First week of Feb'2012 demanding to stop back door entry of non optee ITS Officers through the arbitrary RRs and to provide standard pay scales E2 & E3 to JTO / SDE equivalent executives etc. GS, President attended the UF meeting.

13-01-2012: Condolence: Smt.R.Vijaya, aged 78, the mother of Com.R.Sampath, Sr.PS to CGM,Tamilnadu breathed her last on 13-01-2012 after long illness. We share the grief of him and his family on the demise of his mother. May her soul rest in peace.
09-01-2012: Dear Comrades! The AGB meeting of Virudhunagar SSA was conducted in a very grand manner unlike in the past on 09-01-2012. The senior Comrade Nagarajan, SDE who is the inspiring guide and philosopher of our front line leaders in VGR SSA like Coms. Chinna muniandi, Radha, Narayanan, VKP and others retired on 31-01-2012. His contribution to the movement was focussed by many of our Comrades. CS,CP,Com.Sivakumar,CWC member, Com.Saravanan, BS/TT SSA, Com.Balu, Mohandoss of KKD SSA, Com.N.V.Chandrasekaran, Com.Karuppaiah COS, Com.Palaniappan, BS/MA SSA, Com.Sangaiah, veteran and Rtd.SDE of MA SSA have addressed the conference. Large number of Comrades from KKD,TVL,TT and MA SSAs attended the conference. Com.Chinna muniandi SDE, Com.Srinivasan JAO and Com.Rajan Babu JAO were elected unanimously with others as President,Secretary and Finance Secretary respectively. Com.Narayanan and Com.Radha have done the arrangements very nicely.

Yesterday Com.Durai,Com.Sivakumar and Com.Guru met GM(F) and discussed about the officiating to the left out persons from AO to CAO. GM(F) did not incline to our suggestion and replied that next time they would be included. We did not accept it. We have to resume our programme we postpone. Before going for action we request our comrades who are now doing the duty of CAO without any looking after/officiating arrangement not to continue to perform the duty of CAO and as per reversion order and dispensing of looking after arrangement, they have to go to their original position. The necessity of these works to be done by the CAO is not felt by the GM(F). Hence please respond to our request. Moreover when there is no specific order, they should be away from doing the duty of CAO at their risk for which nobody will come for rescue if there is any trouble.
Transfer cases of JAOs/AOs were also discussed. Com.Pannerselvam, CAO transfer will be considered from TVL SSA to Salem SSA. DGMs posting and transfer will be considered positively.

05-01-2012: Dear Comrades! Two days before,I rang up a number of one of our Comrades but it went to another person as I dialled wrong number. But fortunately it is the number of our BSNL JTO of Cuddalore SSA. At that odd hours he spoken from the BTS site which was damaged due to recent Cyclone. He with our other staff attended to the fault to restore the BTS. He narrated the heavy damage caused to our network. We appreciate such comrades whoever they may be because of the committment and involvement in the task assigned. Our staff in Cuddalore are in full swing to restore the network. The succeeded and did a wonderful job well ahead of all other departments in bringing normalcy. We put under record our appreciation to all who get involved them and rised to this needy occasion

Important clarifications on Admissibility of pension after 10 years of qualifying service are issued which is another favour to ITS officers. We are not against this provision. But this would have been issued well in advance after the formation of BSNL so that many higher qualified youngsters may be brought to BSNL. See below the detailed clarifications.

05-01-2012: Dear Comrades! Orders to make back door entry for the ITS into the BSNL, the sinking ship according to them are fastly released. If corporate office decides, any number of posts may be reduced or created. But for the first time in the combined history of DOT and BSNL, posts are upgraded from DGM to Sr.DGM. But these posts occupied by the ITS officers will be downgraded to DGM again after their retirement. No limit for favouratism! These orders are successively released. But our promotion process for all Executives is taking off. Particularly the CAO DPC could not be initiated due to want of approval from MC. The MC is the super power for us. We have to wait in its gate for mercy. It will not meet to give approval for the posts of CAO. In others case it seems that it is always in the meeting room to give decisions. We are deserving for such treatment! When strike came, we showed our solidarity by producing leave or informing our presence through SMS to superiors. We cheated ourselves and weakened the programme. But ITS Officers sabotaged the network when they called for strike action some five years ago.
This is a very good lesson.
Unless we determine to strike solidly and sincerely wiyhout bothering the loss, we cannot bring improvement to our career in future.
FLASH NEWS: AIBSNLEA's consistent efforts yielded result in getting released the order regarding Revision of pay of Board level and below Board level Executives w.e.f. 1.1.2007 - reduction of emoluments of directly recruited JTOs of 2007 and 2008 batch and directly recruited JAOs in respect of whom result was declared in April-10. See below the order issued by the corporate office. We proudly can say that our circle contributed all relevant materials to CHQ to justify the case. DR JTOs and JAOs are well aware the initiatives we have taken tirelessly.
